Not sure whether to set up the the Philippines eSIM at home or wait until I get there.

Install it at home on Wi-Fi before you fly to the Philippines. Installation needs internet, and airport/arrival Wi-Fi can be unreliable. Once installed, it stays dormant and activates automatically when you reach the Philippines.
